Former New Zealand Prime Minister Helen Clark has been appointed as head of the United Nations Development Program.

The appointment follows a unanimous vote by the UN General Assembly yesterday. Clark will take up the role by April 20, replacing current UNDP Administrator Kemal Dervis.

Clark is reportedly eager for the role, comparing it to winning her first election and becoming Prime Minister. “I guess this is another of those moments,” she said.

The UNDP gives training and advice to developing countries to spur global development and to help them meet the Millennium Development Goals. It has offices in 166 countries and an annual budget of around US$5 billion. Its Administrator is the third highest ranking member of the United Nations after the United Nations Secretary-General and Deputy Secretary-General.

Clark has a long political career, having been first elected to Parliament in 1981. She was New Zealand’s first elected woman Prime Minister, serving for three terms between 1999 and 2008. She became leader of the social-democratic New Zealand Labour Party in 1993, and led it until her defeat in the 2008 general election.

She has previously held a number of Cabinet portfolios, including Health, Housing, Conservation, and Arts, Culture and Heritage. In January 2008 Clark won the United Nations Environment Programme Champions of the Earth award in recognition of her government’s promotion of sustainability initiatives. In January 2009 she was recognised by the New Zealand Herald as the Greatest Living New Zealander.

Clark’s appointment is expected to lead to a by-election in her Mt Albert electorate.

In the 18 months since Andrea Muizelaar was crowned winner of the reality TV series Canada’s Next Top Model, her life has been a complete whirlwind. From working in a dollar store in her hometown of Whitby, Ontario, to modeling haute couture in Toronto, she had reached her dream of becoming a true Top Model.

But at what cost? Unknown to casual television viewers, Muizelaar had been enveloped in the eating disorder anorexia nervosa, which inevitably became too much for her to bear. She gave up modeling and moved back to Whitby, where she sought treatment for her disorder, re-entered college, and now works at a bank. Where is she now? Happy and healthy, she says.

Bottled water in Canada recalled due to arsenic concerns

The Canadian Food Inspection Agency (CFIA) issued a health hazard alert, March 14, 2007, regarding Ark Land brand of bottled water, Naturally Carbonated Mineral Water. It is warning the public not to consume the product, as it may contain arsenic.

Although there have been no reported illnesses associated with the consumption of this product, Arsenic is a toxic substance and a human carcinogen.

The CFIA did not indicate, in the Alert, what levels of arsenic were found in the product.

The mineral water was sold in Ontario and Quebec, but may have also been distributed throughout Canada. The product, produced by Arzni Source, was imported from Armenia by Klukva Pure Inc., of Toronto.

The importer, Klukva Pure Inc., has begun the removal of product from store shelves, under the direction of the CFIA.

The product recall affects the following Ark Land brand Naturally Carbonated Mineral Water:

Size: 330 mL, UPC: 7 85000 12033 9
Size: 500 mL, UPC: 7 85000 12050 6

Both sizes show a “Best Before” date of 09.05.07

Earth Hour 2009 takes place Saturday, March 28, 2009 between 8:30 to 9:30 pm local time when communities will participate by turning out their lights starting in New Zealand and progressing along time zones around the world.

Earth Hour began as a symbolic initiative against global warming by the World Wide Fund for Nature (WWF). “[It is] The largest demonstration of public concern about climate change ever attempted.” Ban Ki-moon, United Nations Secretary-General said.

Earth Hour began in 2007 with around 2 million participating, and increased to about 50 million in 2008. The Empire State Building, Las Vegas Strip, the Eiffel Tower, Petronas Twin Towers, the Peace Tower, the Parliament Buildings, the Christ the Redeemer statue, Acropolis of Athens, the Egyptian pyramids, and the Colosseum are some notable landmarks which will honour Earth Hour Saturday evening.

WWF organisers wished 1,000 cities would enlist in Earth Hour, however this was surpassed as this year over 2,400 have signed up to take part.

“The Government of Canada’s continued participation in Earth Hour is an indication of our commitment to being mindful consumers. As the custodian of one of the largest office building portfolios in the country, Public Works and Government Services Canada is committed to incorporating environmental practices into waste management, water conservation and the efficient use of energy in our buildings.” Christian Paradis, Minister of Public Works and Government Service said.

“Supporting Earth Hour is part of our commitment to help create a healthier environment for Canadians. Simple actions such as turning off the lights can help improve our environment and tackle climate change as well as empower Canadians to make important lifestyle changes that benefit their families and their environment. We encourage Canadians to take part in Earth Hour.” Jim Prentice, Minister of the Environment.

On October 14, 2008, Canadians will be heading to the polls for the federal election. Liberal Party candidate Sandra Gardiner is standing for election in the riding of Perth—Wellington. A Stratford resident for the last 17 years, she has worked as a Registered Nurse for the last 14, in hospital, long term, and community care settings. She is a member of Registered Nurses Association of Ontario, Canadian Association of Physicians concerned about the Environment, FarmGate5, Common Action for the Restoration of the Environment, Autism Ontario, the Planning Committee for Rotary Respite House, and board member of Optimism Place, the local women’s shelter.

Wikinews contacted Sandra, to talk about the issues facing Canadians, and what they and their party would do to address them. Wikinews is in the process of contacting every candidate, in every riding across the country, no matter their political stripe. Josh StoneNursing is a profession focused on assisting individuals, families and communities in attaining, re-attaining and maintaining optimal health and functioning. Modern definitions of nursing define it as a science and an art that focuses on promoting quality of life as defined by persons and families, throughout their life experiences from birth to care at the end of life.

In pre-modern times, nuns and the military often provided nursing services. The religious and military roots of modern nursing remain in evidence today. For example, in Britain, senior female nurses are known as “Sisters”. In recent times in the US and Canada many nurses are flowing back into working in a “religious” field through “Parish Nursing”. These nurses work within a church community to perform health education, counseling, provide referrals to community support agencies, and connect volunteers from the church community with those in need of assistance.

Nurses acknowledge that the nursing profession is an essential part of the society from which it has grown. The authority for the practice of nursing is based upon a social contract that delineates professional rights and responsibilities as well as mechanisms for public accountability. The practice of nursing involves altruistic behavior, is guided by nursing research and is governed by a code of ethics.

Nursing continues to develop a wide body of knowledge and associated skills. There are a number of educational paths to becoming a professional nurse but all involve extensive study of nursing theory and practice and training in clinical skills.

In almost all countries, nursing practice is defined and governed by law and entrance to the profession is regulated by national, state, or territorial boards of nursing.

The American Nurses’ Association (1980) has defined nursing as “the diagnosis and treatment of human responses to actual or potential health problems.” Just as medical diagnoses help in the planning, implementing, and evaluation of medical care, Nursing diagnoses help in the planning, implementing, and evaluation of nursing care.

Like other maturing disciplines, nursing has developed different theories that are aligned with diverging philosophical beliefs and paradigms or worldviews. Nursing theories help nurses to direct their activities in order to accomplish specific goals with people. Nursing is a knowledge based discipline committed to the betterment of humankind. Nursing has not only developed into a profession, but an art as well.

Nursing is the most diverse of all healthcare professions. It is a universal role appearing in some form in every culture.

Nursing may be divided into different specialties or classifications. In the U.S., there are a large number of specialties within nursing. Professional organizations or certifying boards issue voluntary certification in many of these areas.

These specialties encompass care throughout the human lifespan based upon patient needs. Many nurses who choose a specialty become certified in that area, signifying that they possess expert knowledge of the specialty. There are over 200 nursing specialties and sub-specialties. Certified nurses often earn a salary differential over their non-certified colleagues, and studies from the Institute of Medicine have demonstrated that specialty certified nurses have higher rates of patient satisfaction, as well as lower rates of work-related errors in patient care.

Nurses practice in a wide range of settings from hospitals to visiting people in their homes and caring for them in schools to research in pharmaceutical companies. Nurses work in occupational health settings (also called industrial health settings), free-standing clinics and physician offices, nurse-run clinics, long-term care facilities, and camps. Nurses work on cruise ships and in military service. They act as advisors and consultants to the healthcare and insurance industries. Some nurses are attorneys and others work with attorneys as legal nurse consultants, reviewing patient records to assure that adequate care was provided and testifying in court. In many cities, nurses can even enter their names in a “registry” and work a wide variety of temporary jobs.

Nursing assistant skills are the set of learned tasks used in helping residents or patients with activities of daily living (ADLs) and providing bedside care–including basic nursing procedures–under the supervision of a Registered Nurse (RN) or Licensed Practical Nurse (LPN).

In today’s hospitals and extended care facillities a nurse assistant is an important part of a healthcare team that includes many personnel outside of nurses. In the quest to make a profit from providing care many hospitals in the United States have reduced their nurse to patient ratios, requiring one nurse to take care of as many as twelve or fourteen patients at a time. In order for good care to be provided to those patients a nurse assistant is needed to provide the routine care so that the nurse can focus on tasks only he/she can do, such as care plans, nursing assessments, administering medication, and assist in surgery room preparation. The nurse assistant must not only be very skilled in the actual procedures being performed but must also be able to make quick observations of a patient’s condition and report that information back to the nurse. Since the nurse cannot spend large amounts of time in the room with the patient, the nurse assistant is known as the nurse’s “eyes and ears”.

A nurse assistant must also have a strong grasp of emergency procedures and be able to stay calm in stressful situations. They must be able to initiate a Code Blue and be well-drilled in CPR.

On Tuesday, at the XVI International AIDS Conference in Toronto, Canada, both former President Bill Clinton and Microsoft founder/chairman Bill Gates defended President George W. Bush and his Adminstation‘s PEPFAR program.

Clinton said that the United States is spending more to fight HIV than any other government. He did criticize the program, saying that 33% of PEPFAR funds are dedicated to abstinence-only programs. Clinton said he does not believe that abstinence-only programs work. Also, he spoke out against a US law that requires organizations that apply for PEPFAR funds to pledge to oppose prostitution.

“I wish they would just amend the law and say ‘we disapprove of prostitution but here’s the money – go save lives’,” said Clinton.

“The President’s Emergency Plan for AIDS Relief has done a great deal of good, and President Bush and his team deserve a lot of credit for it,” Gates said.

PEPFAR, which Bush unveiled in 2003, is to spend $15 billion over five years in 15 target countries. It provides medicine to HIV patients, distributes condoms and funds programs run by many aid groups. It is the largest international health initiative in history initiated by one nation to address a single disease.
