Marvin Schur, a 93-year-old man from Bay City, Michigan has died after the electric company limited his electric use due to his failure to pay over US$1,000 in past-due payments.

Bay City Electric Light & Power installed a power-limiting device on his home on January 13. The device would limit the amount of power the resident uses and would essentially shut it off if that limit is reached, or if the resident fails to pay the outstanding bill within 10 days of installation. In order for the electricity to be turned back on, the limiter must be reset by pushing a button.

Bay City power says that a warning, indicating that the power was to be turned off and a limiter installed, had been placed on Schur’s front door. Despite that, the company says that they are now “looking at our website and possibly doing an automated phone message. We obviously need to get the word out.”

The autopsy performed on Schur’s body concluded that he had died “a slow, painful death” caused by hypothermia. Dr. Kanu Virani, who performed the autopsy, explained: “Hypothermia shuts the whole system down, slowly. It’s not easy to die from hypothermia without first realizing your fingers and toes feel like they’re burning.”

It was less than 32 degrees Fahrenheit (0 Centigrade) in Schur’s home when neighbors found Schur dead on January 17. Virani commented that it was his first time performing an autopsy on a body in which “the person froze to death indoors.”

“His furnace was not running – the insides of his windows were full of ice the morning we found him,” said George A. Pauwels Jr., who was with his wife when they found Schur’s body.

In Michigan it is illegal for a utility company to disconnect power to any home between November 1 and March 31 when a resident is over the age of 65. Limiters are also not supposed to be used during that time frame. However, municipally-owned electric utilities like the one in Bay City, are not regulated by the state. The Michigan state attorney general’s office has launched an investigation into the incident.

Residents around Schur’s home say he was hard of hearing, and the city states that the device’s function and operation were never explained to him. When word of the story got around, people from all over the United States began to call the city in anger.

“I’ve taken calls from Canada, Massachusetts, Texas, New York, Alabama – and that’s just the ones I can think of off the top of my head,” said Melody Roth of the city’s administrative office, who also added that people from all over are “calling all city departments, not just our office.”

Schur has no known children, and his wife had died several years prior to the incident.

The pope’s recent visit to the Middle East was expected to meet political “minefields”, according to the New York Times.

While in the Middle East, Pope Benedict XVI told the Prime Minister of Palestine, “It is understandable that you often feel frustrated. After the controversy over the “Erotic Services” section on Craigslist, the Web service will require manual posting and a $5 – $10 USD fee.

Craigslist will delete the “Erotic Services” section to replace it with “Adult Services.”

On October 14, 2008, Canadians will be heading to the polls for the federal election. New Democratic Party candidate Katy Austin is standing for election in the riding of Simcoe—Grey. Born in St. Catherines and raised in Barrie, Austin has a Bachelor of Physical and Health Education from the University of Windsor. Teaching in various Ontario schools, she has been active in the Simcoe NDP riding association since 1975. Austin rode her bike, solo, from Victoria, British Columbia to Elmvale, Ontario (a total of 4 500 km) in 40 days during the summer of 1996, camping along the way.

Wikinews contacted Katy Austin, to talk about the issues facing Canadians, and what they and their party would do to address them. Wikinews is in the process of contacting every candidate, in every riding across the country, no matter their political stripe. Police in the West Midlands in England today said nearly 200 kilograms worth of drugs with value possibly as great as £30 million (about US$49 million or €36 million) has been seized from a unit in the town of Brownhills. In what an officer described as “one of the largest [seizures] in the force’s 39 year history”, West Midlands Police reported recovering six big cellophane-wrapped cardboard boxes containing cannabis, cocaine, and MDMA (“ecstasy”) in a police raid operation on the Maybrook Industrial Estate in the town on Wednesday.

The seized boxes, which had been loaded onto five freight pallets, contained 120 one-kilogram bags of cannabis, 50 one-kilogram bags of MDMA, and five one-kilogram bricks of cocaine. In a press release, West Midlands Police described what happened after officers found the drugs as they were being unloaded in the operation. “When officers opened the boxes they discovered a deep layer of protective foam chips beneath which the drugs were carefully layered”, the force said. “All the drugs were wrapped in thick plastic bags taped closed with the cannabis vacuum packed to prevent its distinctive pungent aroma from drawing unwanted attention.” Police moved the drugs via forklift truck to a flatbed lorry to remove them.

Detective Sergeant Carl Russell of West Midlands Police’s Force CID said the seizure was the largest he had ever made in the 24 years he has been in West Midlands Police and one of the biggest seizures the force has made since its formation in 1974. “The impact this seizure will have on drug dealing in the region and the UK as a whole cannot be underestimated”, he said. “The drugs had almost certainly been packed to order ready for shipping within Britain but possibly even further afield. Our operation will have a national effect and we are working closely with a range of law enforcement agencies to identify those involved in this crime at whatever level.”

Expert testing on the drugs is ongoing. Estimates described as “conservative” suggest the value of the drugs amounts to £10 million (about US$16.4 million or €12 million), although they could be worth as much as £30 million, subject to purity tests, police said.

Police arrested three men at the unit on suspicion of supplying a controlled drug. The men, a 50-year-old from Brownhills, a 51-year-old from the Norton area of Stoke-on-Trent in Staffordshire, and one aged 53 from Brownhills, have been released on bail as police investigations to “hunt those responsible” continue. West Midlands Police told Wikinews no person has yet been charged in connection with the seizure. Supplying a controlled drug is an imprisonable offence in England, although length of jail sentences vary according to the class and quantity of drugs and the significance of offenders’ roles in committing the crime.

HANOVER, Germany —Internet portal and mail-provider Lycos Europe has launched a program to increase spammers’ bills by having thousands of voluntary users’ computers repeatedly query websites from which spam originates. Such a tactic would increase the bandwidth costs for these websites. However, it also faces legal questions.

Spamming, the mass sending of unsolicited emails, is lucrative in part because each email can be sent for nearly insignificant costs. With such low costs, a commercial spammer needs only to have a very small number of recipients buy their product to make a profit. The goal of many anti-spam proposals has been to increase the cost of spammers sending messages. Lycos’ approach is to make it more expensive to maintain servers that send spam.

Volunteers may download the screensaver from the Lycos website for it. The program would run on a user’s computer in the background and request about three megabytes (3MBs) of data every day. The screensaver shows which spam server is being targeted by the user, where the server is located, and how many others are attacking it at that moment. Target email servers are selected from blacklists from anti-spam organizations, with Lycos’ own verification.

Legal issues arise over whether this can be interpreted as a denial of service attack. In such an attack, computers overwhelm a webserver with requests for data to the point where it does not have the resources to fulfill its normal function. Lycos, in explanatory material on the screensaver’s dedicated website ( http://makelovenotspam.com ), claims that its technology closely monitors the screensavers’ effects on targeted websites and prevents any of them from being completely shut down by information requests.

Lycos Europe operates in Germany where, according to Joerg Heidrich of Heise Zeitschriften Verlag, less than completely shutting down a server is not clearly illegal under the penal code. It may, however, be actionable under the civil code. But Lycos may be betting that no one will file a suit, as that would require those participating in illegal spamming to reveal their identity.

The website no longer allows downloads of the screensaver, and users of the screensaver cannot connect to spam sites, but are instead given the message ‘Stay Tuned’

Brechin City, a Scottish football team, was today ejected from the Scottish Cup following two separate disputes over two cup-tied players.

Hamilton Academical filed a complaint about the incident to the Scottish Football Association (SFA) and they decided to stage a replay of the match. However upon hearing of the second player, the SFA decided to remove Brechin from the competition and fine them £10,000. Hamilton will go through to play Aberdeen in the now delayed Sixth Round at Pittodrie.

Brechin secretary Angus Fairlie said: “It’s certainly a big blow. It was an oversight but a very expensive mistake. We thought we would have a big pay day against Aberdeen but still have to pay win bonuses.”

The replay match was won by Brechin 2-1 in extra time, after a 0-0 draw in the first encounter.
