A viral election joke has landed several politicians in hot water as Norway goes to the polls to elect its parliament today. A hoax message turning voters away from polling stations is circulating in digital media. The message was also passed on by politicians, who have used social media like Twitter and YouTube to interact with the voters during the campaign. The targeted party is not laughing, and is warning that the activity could be seen as voter suppression.

“Due to full polling stations, Progress Party voters should send their vote by SMS [Standard Modular System] with shortcode FRP to 2009″ That message, and variations of it, was the joke circulating in social media such as Facebook and Twitter or by mobile phone messages.

Norway has taken significant steps towards e-government, such as a trial letting pre-calculated tax returns be filed by SMS. In this context, the General Secretary of the Progress Party, Geir Mo, said that the message was “sabotaging democracy”, because the damage would be done even if just one person believed the message. Kjell Ingolf Ropstad, one of the politicians who passed the message on, refused to apologize for doing it.

The main issue in the election has been whether voters should let the Labour Party dominated majority coalition government stay in power, or vote them out by voting for opposition parties.

With five active cases of the Delta variant of COVID-19, South Australia begun a one-week lockdown on Monday. Announcing the lockdown, state Premier Steven Marshall declared “we have no alternative but to impose some fairly heavy and immediate restrictions”.

The first case out of South Australia’s active cases was presented to Modbury Hospital on Sunday night, having returned from Argentina earlier this month. The fifth, which Premier Marshall noted as “far more worrying”, visited The Greek on Halifax restaurant at the same time as someone who was later confirmed to be carrying the virus. Chief Public Health Officer for the state Nicola Spurrier said “if anyone has been at The Greek on Halifax they need to get into quarantine and get tested”.

In accordance with new regulations, there are only five reasons for South Australians to leave home: essential work, shopping for essential goods such as food, exercise, but only with people from the same household and within 2.5 kilometers (2 mi) of home, medical reasons (which includes testing and vaccination against the coronavirus, but excludes elective and cosmetic surgery), and caregiving.

Schools have closed for all but children of essential workers, with online learning having begun on Thursday. Face masks are also be mandated for those who leave home. ABC News reported that “support for businesses is expected to be announced…”, with all non-essential retail required to close under the new regulations.

In an investigation reported on first by Wikinews, Wikileaks today revealed another chapter in the story of the Standard Operations Procedure (SOP) manual for the Camp Delta facility at Guantanamo Bay. The latest documents they have received are the details of the 2004 copy of the manual signed off by Major General Geoffrey D. Miller of the U.S. Southern Command. This is following on from the earlier leaking of the 2003 version. Wikileaks passed this document to people they consider experts in the field to carry out an analysis trying to validate it. Following this, they set out to assess what had changed between 2003 and 2004; including attempts to link publicly known incidents with changes to the manual.

Wikinews obtained the document and did an in-depth analysis. The American Civil Liberties Union had previously made a request to view and obtain copies of the same document, but was denied access to them.

One of the first notable changes to the document relates to the detainees themselves. Previously they read the camp rules during admission processing. Rules are now posted around the camp in detainees’ languages. The English version of the rules is as follows:

  1. Comply with all rules and regulations. You are subject to disciplinary action if you disobey any rule or commit any act, disorder, or neglect that is prejudicial to good order and discipline.
  2. You must immediately obey all orders of U.S. personnel. Deliberate disobedience, resistance, or conduct of a mutinous or riotous nature will be dealt with by force. Be respectful of others. Derogatory comments toward camp personnel will not be tolerated.
  3. You may not have any articles that can be used as a weapon in your possession at any time. If a weapon is found in your possession, you will be severely punished. Gambling is strictly forbidden.
  4. Being truthful and compliance will be rewarded. Failure to comply will result in loss of privileges.
  5. All trash will be returned immediately to U.S. personnel when you are finished eating. All eating utensils must be returned after meals.
  6. No detainee may conduct or participate in any form of military drill, organized physical fitness, hand-to-hand combat, or martial arts style training.
  7. The camp commander will ensure adequate protection for all personnel. Any detainee who mistreats another detainee will be punished. Any detainee that fears his life is in danger, or fears physical injury at the hands of another person can report this to U.S. personnel at any time.
  8. Medical emergencies should be brought to the guards’ attention immediately.

Your decision whether or not to be truthful and comply will directly affect your quality of life while in this camp.

Of concern to groups such as Amnesty International who campaign for the camp’s closure, or Human Rights Watch concerned about prisoner handling under the prisoner of war aspects of the Geneva Convention, is the fact that policy for newly admitted detainees still allows for up to 4 weeks where access to the detainee by the International Committee of the Red Cross (ICRC) may be denied. In addition, guards are not to allow ICRC staff to pass mail to detainees.

A new process has been formed which allows guards to determine whether or not a detainee receives awards, or is punished. The form is called a GTMO Form 508-1 (pictured to the right). According to the manual, the form “is used to determine which rewards the detainee will lose or gain,” but “special rewards” can also be earned, outside of the process. One special reward is time allowed outside. Another special reward is a roll of toilet paper, but the detainee cannot share it with others. Doing so will result in “punishment” and confiscation of the roll. If the detainee already has a roll of toilet paper, he is not allowed to have another.

“Guards need to ensure that the detainee doesn’t receive additional toilet paper when the detainee already has it. The amount given to the detainee will be the same amount as normally distributed to the detainee,” states the manual.

No matter how bad a detainee may act, “haircuts will never be used as punitive action” against them, but they can have hair removed for health reasons. They can, however, be segregated from other detainees.

“If a detainee has committed an offense that requires segregation time, even if a segregation cell is not available, the detainee will receive a shave and a haircut for hygiene and medical reasons. If the detainee is IRFed, the haircut and shave will follow the decontamination process,” adds the manual. Barbers are also part of cell searches.

Despite these changes, a great deal of effort has gone into ensuring the furore over detainee abuse does not recur. Rules governing the use of pepper spray (Oleoresin Capsicum, or OC) appear at an earlier point in the manual with considerable expansion. Infractions such as spitting, throwing water at, or attempting to urinate on guards appear as explicitly listed cases where pepper spray may not be used. Extensive decontamination procedures are included in the document, including immediately calling for a medical check on any detainee exposed to pepper spray. This was not previously present.

As a counter to the clearer instructions on use of pepper spray, Wikileaks asserts that many of the stricter rules for guards (referred to as Military Police or MPs in the 2003 manual) aim to reduce fraternisation that may improve detainee morale and adversely influence any interrogation process. Guards are informed in the manual not to take personal mail and parcels within the detention blocks or at any other duty stations. All electronic devices except issued materiel are prohibited, and guards may face disciplinary action should they keep detainees apprised of current affairs or discuss issues in their personal lives.

Additional restrictions on the detainees’ chaplain are included in the revised document. Wikileaks speculated that many of these changes might have stemmed from the widely publicised case of James Yee. Captain Yee, a West Point graduate, served at the Guantanamo Bay base as a Muslim chaplain to the detainees and received two Distinguished Service medals for his work. Following discovery of a list of detainees and interrogators by U.S. Customs in Florida Yee was charged with sedition, aiding the enemy, spying, espionage, and failure to obey a general order. Eventually all charges were dropped with national security concerns being raised should evidence be released.

The most notable changes surrounding the role of the chaplain include its removal as a permanent position on the facility’s Library Working group and its exclusion from the decision process on appropriate detainee reading material. Wikileaks contacted lawyers representing detainees in the camp to perform their own analysis. Their opinion of the changes were that the library operation had been considerably tightened up. Duplicate books are required for the individual four camps to prevent covert use of books to communicate between camps. Periodicals, dictionaries, language instruction books, technology or medical update information, and geography were additions to the prohibited material. Instructions indicate such books must be returned to the source or donor.

The revised SOP manual makes considerable progress on documenting procedures, even those that are remote possibilities. A lengthy addition details rules to follow in the event of an escape or escape attempt. Laced throughout this procedure is an emphasis on having any such incident fully documented and – wherever possible – filmed. The procedure is explicit in how to recapture an escaped detainee with minimal use of force. One additional procedure covers the admission of ambulances to the main base area. A detailed security protocol to ensure only expected and authorised traffic gains access is included, as is a procedure streamlined to ensure the ambulance arrives on the scene as quickly as possible.

Unchanged from the 2003 manual is the set menu of four ready-to-eat meals (Meal, Ready-to-Eat or MRE) issued to detainees. However, additional steps are to be taken for “MRE Sanitization”; supply personnel must remove anything that can damage waste disposal systems— presumably a military term for toilets. Under normal camp conditions, detainees should be fed hot meals as opposed to MREs, but no details on the variety of menu are included.

Wikinews attempted to get feedback on this. US Southern Command passed a query on to Rick Haupt (Commander, U.S. Navy Director of Public Affairs, Joint Task Force at Guantanamo) who responded that “questions were forwarded along with a request to authenticate the leaked document; a response is pending.” At this time no response to emails has been received from the ICRC or Human Rights Watch.

The Pentagon has requested that the document be removed from Wikileaks because “information with the FOUO (For Official Use Only) label is not approved for release to the public.” They then state that the document can be “made available through a Freedom Of Information Act request through official channels.”

Some have turned to GPS systems. A noble attempt. Unfortunately, this technology is reactive. It means that it only works for you after the equipment has been stolen. If it’s not too far away, the police can help you. If it has traveled a distance, it becomes more troublesome to recover. Law enforcement officials are already taxed dealing with the greater needs of society. They really don’t have the resources to deal with theft. That is why sometimes a vehicle with an installed GPS does not get recovered. Of course, even if your vehicle did get retrieved, sometimes you don’t want it back because it has been abused to the point of non use.

A technology entrepreneur in northeastern Washington asked a doctor to implant an RFID chip into his hand in order to experiment with the technology. Amal Graafstra, who runs a technology company in Bellingham, WA, asked a doctor to place the chip under the skin of his left hand, and posted pictures of the procedure to the photo-sharing site, Flickr. Graafstra plans to use the chip for keyless entry to his car, home, or as a login for computer systems.

Implanting RFID chips is a relatively old technology. Professor Kevin Warwick of the University of Reading, UK implanted a 23mm RFID chip into his left arm in August 1998. It allowed him to open doors and turn on the lights in a room as he entered. Further European research in the area was recently dealt a blow when the European Group on Ethics in Science and New Technologies made a presentation to the European Union raising privacy concerns over the potential for such chips to be used to track members of the public.

In mid-2004, about 160 Mexican officials received RFID implants for security purposes, and scientists in the past have implanted themselves with such chips for research purposes. In October 2004, the U.S. Food and Drug Administration (FDA) approved the implantation of Verichip technology for medical purposes.

An implantable RFID chip is a minuscule capsule containing a microchip and an antenna, all enclosed in glass. The chip that Mr. Graafstra had implanted was 12mm long and 2mm in diameter — about the size of a grain of rice. RFID chips work by storing a unique identification number in the microchip. This number can be retrieved by a special RFID reader that is held within close proximity. Graafstra notes that his chip can be read from a distance of about 2 inches (5cm), and only provides the single identifying number.

Describing himself as a long-time tinkerer, Graafstra’s comments do not show much of a hesitation to perform this process. “I like to mod things, and I guess it was only natural that it extended to my own body,” he wrote in an email to Wikinews.

Graafstra appears to have been impressed by the process, too. “It was odd feeling it [the chip] being pushed under the surface of my skin… without feeling pain, I was able to really get a feel for just how utilitarian our bodies actually are and how… separate the skin layer really is from the muscle layer under it,” he told Wikinews. He was able to use his hand to perform technical computer maintenance just an hour after the procedure.

RFID is a controversial technology. Privacy advocates fear that the technology might be abused by governments and used to track people. Microchip implants have been used for years for tracking lost pets.

The pictures that Graafstra posted spurred commentary in the blogosphere, with some assuming that the pictures — or the process — were faked. Graafstra denies this, and posted a short video of himself triggering the RFID reader with a swipe of his hand.

The Church of Scientology in France is in court today, fighting charges that the organization has been a part of “escroquerie en bande organisee”, organized fraud. Prosecutors claim that the Church is engaged in illicit practices in attempts to sell their alleged self-help material. The Church also faces charges of illegally operating as a pharmacy by illegally treating individuals with prescription medications.

The charges come from an unnamed woman, who in 1998 purchased nearly 21,000 euros (US$30,000) worth of Scientology self-help material which allegedly included prescription drugs. After a few months passed, the woman said she felt like she was being scammed because her condition was not improving. Lawyers for the woman say the Church tries to make a profit by pressuring individuals into believing they are going to be cured of their illnesses.

She claims she spent her entire life savings on the organization’s products, including Scientology books, vitamins, and a device called an E-meter. Her attorneys say they will attempt to show that organized criminal fraud is inherent within Scientology practices. There were originally a total of five plaintiffs in the case, however three withdrew their complaints after coming to financial settlements with the Church of Scientology.

Following several complaints from other unnamed individuals and an investigation, investigating magistrate Jean-Christophe Hullin in January, ordered the Church’s “Celebrity Center” and bookstore in France and its seven managers to be put on trial for fraud and “illegally practicing as pharmacists”. Hullin stated that the Scientology organization is driven by “an absolute obsession with profit”, and is “first and foremost a commercial organisation”. Sophie-Helene Chateau, presiding judge in the case, stated that the court’s purpose is “to find whether the acts in question constitute a crime. … It is not up to the court to decide questions of society”.

If convicted, the managers of the Scientology organization in France under investigation could serve a ten year jail sentence in addition to a fine of one million euros. Those investigated include the Scientology Celebrity Centre in Paris itself, its manager Alain Rosenberg, and five other individuals. Rosenberg is the CEO of the Spiritual Association of the Church of Scientology-Celebrity Centre (ASES-CC), the official term for the Church of Scientology in France. One defendant died since the charges were initially filed against seven managers in the Scientology organization. The defendants are accused of “exerting a psychological hold” on vulnerable individuals so they would give money to Scientology.

The special treatment reserved for the Church of Scientology Celebrity Center raises questions about the equality of the justice system and the presumption of innocence.

In September of 2008, the Church released a statement saying that they felt “stigmatized” by the French judicial system.

The Church denies all the charges and says that no one was manipulated into buying their material.

If the Church is found guilty, Scientology could be fined approximately 5 million euros (US$7 million) and ordered banned in France. If banned in France, the Scientology organization then has the option to appeal, which could drag out the legal process. The trial will run until June 17.

According to French law the Scientology organization is regarded as a sect in the country, and not a religion. In 2006, a report of the parliament in France characterized Scientology as a “dangerous sect”. This is not the first time the Church has been accused of fraud in France. They have also been convicted of it several times, including the Church’s founder, L. Ron Hubbard who was convicted of fraud in 1978. In 1997 the Church was convicted of fraud in Lyon and 1999 in Marseille. “There are those who handed over tens of thousands of francs at the time. Now, it can be 300,000 euros per person, or more,” said Roger Gonet, a French former Scientologist who was a plaintiff against the organization in 1996. The 1978 convictions included Hubbard and his wife at the time, Mary Sue, both now deceased, and two other Scientologists. Hubbard, along with the two Scientologists fled France, never to return, and never served a prison term.

One person died and 41 were injured, including three nurses who are critically injured, in a major fire at Park Healthcare Hospital in Somajiguda, a suburb of the Indian city Hyderabad, on Tuesday morning.

The fire engulfed a major portion of the five-storey hospital’s first floor, along with some medical equipment and furniture on the other floors.

City police commissioner A K Khan said that a criminal case had been registered against the hospital management. “It is also being determined whether safety standards were followed by the hospital,” he said.

China has dispatched inspectors to sixteen provinces to urge local governments to thoroughly investigate cases concerning food safety.

The decision comes after milk products tainted with the industrial chemical melamine were removed from sale in Shanghai and the provinces of Shaanxi, Shandong, Liaoning and Hebei, the state-run Xinhua News Agency said.

At least twenty-six people have been killed in Karachi, Pakistan after four days of ethnic killings, according to police officials. The officials said that nine people were killed on Monday in the city’s Orangi western neighbourhood, which has a majority ethnic Pashtun community.

At least forty people were killed as ethnic clashes erupted across the city in early January.Home minister of Sindh province, Dr Zulfiqar Mirza has called upon the Army to restore peace and order.
