The United States unemployment rate remained unchanged at a high 9.5% as employers and companies remained nervous about hiring new workers and the public sector laid off 143,000 temporary 2010 US Census workers during July. State and local governments, facing major budget deficits, also laid off many people.

Overall, the 131,000 jobs lost during July far exceeded economist’s predictions of 65,000 jobs lost. The private sector added just 71,000 jobs during July, also less than the 90,000 economists predicted. Around 200,000 gains each month are needed just to hold the unemployment rate steady against first time entrants into the job market. Including the Census workers, the government laid off 202,000 people at federal, state, and local levels.

Though the unemployment rate remained at 9.5%, many discouraged job-seekers have given up looking for a position. Those who have given up are not counted as unemployed. The workforce participation rate, which counts those people as not participating in the workforce, dropped to 64.6% from 64.7% in June. The underemployment rate, which counts part-time laborers looking for a full-time job and those discouraged workers, was flat at 16.5% from June.

The Labor Department also revised their job report for June. The new version now states that 221,000 jobs were lost in June, worse than the previous estimate of 125,000. The previous estimate also said that 83,000 private sector jobs were created, however the new estimate says that just 31,000 private positions were filled.

Despite this, most economists were fairly confident that though there would be slower growth in the future, the country wouldn’t slip into another recession.

“Slower growth looks certain, but it’s not a double dip,” said Wells Fargo economist Mark Vitner. Economists Jim O’Sullivan and Dean Maki say that jobs gains will pick up to 170,000 a month by the fourth quarter. Vitner says that jobs will gain at 87,000 per month for the rest of 2010.

The manufacturing industry has added 183,000 jobs this year including 36,000 in July. Some American companies are shifting overseas manufacturing jobs back to the US, primarily citing rising costs of doing business in China and decreased wages in the US, among other considerations such as long supply lines and difficulty protecting intellectual property rights in Asia. GE has relocated production of their new energy efficient water heaters to the US, while Ford Motor has brought 2,000 jobs to the US from suppliers, including those from overseas.

Australian Prime Minister John Howard has announced a five year plan costing AU$1.8 billion to address issues with the country’s mental health system. The plan follows a commitment made at the Council of Australian Governments (COAG) meeting in February.

The federal government will improve access to clinical and health services, increase the number of mental health professionals in Australia, create mental health work teams consisting of GPs, psychiatrists, psychologists and mental health nurses, provide respite services for people suffering mental illness and their carers, and introduce new programs for community awareness.

Mr Howard said the plan addresses issues which fall into its area of responsibility. He hopes that the states and territories will complement the federal government’s package by investing in supported accommodation, hospital and emergency services, crisis care services and the provision of mental health care in gaols.

Under the federal government’s plan, psychologists will play a greater role in the mental health system. From November, Patients will be able to claim a rebate from Medicare (Australia’s universal healthcare scheme) for the services of psychologists if they have been referred by a GP or psychiatrist. At present patients pay around $100 for a standard 30 minute consultation.

Mr Howard claims that there is an issue for mental health professionals in treating patients with a substance abuse problem and mental illness. To address this the government will provide extra funding for drug and alcohol rehabilitation services.

The government will increase the mental health workforce by funding an additional 400 mental health nursing and 200 clinical psychology places. 900 personal helpers and mentors will also be employed.

The government has promised increase funding for telephone counselling and suicide prevention services, living skills programs and additional support for those with a mental illness who are having difficulty finding or keeping work.

As Sigmund Freud wrote, “Anyone who has violated a taboo becomes taboo himself because he possesses the dangerous quality of tempting others to follow his example.”

Last week Wikinews published the first in a two part series on the BDSM business: an interview with Bill & Rebecca, the owners of Rebecca’s Hidden Chamber. This week we publish the second part: an interview with three dungeon employees, Mistress Alex, Mistress Jada and Mistress Veronica. In their world, BDSM is a game, a harmless pursuit of roleplaying exercises that satiate the desires of the tabooed. These Dominatrixes are the kind of women men fantasize about, but they all look like they could be babysitting your children this Saturday night. Most likely, they will not be.

Mistress Alex has a distinctive sheen when David Shankbone walks into the room. Her moist skin cools quickly from the blow of the air conditioner she stands in front of. Just having finished an hour and a half session, she is dressed in a latex one-piece skirt and matching boots. Mistress Jada, a shapely Latina dressed in red, joins the conversation and remains throughout. Charlie, a Chimpanzee in a South African zoo who became addicted to cigarettes, has died at the age of 52, exceeding the average lifespan of a captive chimpanzee by twelve years. After a video of Charlie puffing on cigarettes discarded by visitors appeared on the Internet, the animal and the zoo gained international attention and some visitors threw him additional cigarettes.

According to his keepers, Charlie was “an occasional smoker” and even tried to hide his habit from his keepers, who were trying to get him to quit by giving him medical care and a special diet. A recent study found that only seven percent of chimpanzees in captivity live beyond forty years of age. It is estimated that 500,000 people die due to smoking-related diseases every year in the United States alone.

It is believed that Charlie learned to smoke during his time in a US circus before being transferred to the zoo. Zookeepers say that the animal died of old age but an autopsy has yet to confirm this. The zoo suggested that Charlie’s body could be stuffed and put on display.

The Countrywide foreclosure list is currently available through Bank of America’s real estate website at BankofAmerica.reo com. Property listings include thousands of real estate owned bank foreclosures, short sale homes, vacant land, and commercial real estate.

Bank of America / Countrywide gives home buyers and real estate investors the opportunity to buy properties at deeply discounted prices. Several properties are located in areas devastated by multiple foreclosures and may qualify for Neighborhood Stabilization Program grants available through the Department of Housing and Urban Development. Individuals can apply for one NSP grant, while real estate investors might be eligible for up to five real estate funding grants.

The majority of properties listed through the Countrywide / BOA website are sold through local real estate agents. Others are sold directly through BOAs loss mitigation department. Many bank owned foreclosures will require some level of repair, but listing prices are adjusted accordingly. Tensions are running high at the U.S. Postal Service as it faces an enormous budget shortfall. Even after announcing it was cutting 3,000 jobs, the beleaguered government agency is still quickly running out of money.

Postmaster General John Potter asked the United States Congress for help on Wednesday, once again bringing up the possibility of reducing mail delivery from six to five days a week. The service reduction would save approximately $3.5 billion this year.

Another way to cut costs could include changes to how it pays for its employee retirement plan, which would save a further $2 billion. Closing small and rural post offices is another possibility that has been discussed.

Many measures have already been taken to stem the agency’s losses. Construction of new facilities has been put on hold and existing ones put up for sale, millions of man-hours have been cut, and executive salaries have been frozen.

House Oversight Post Office Subcommmittee chairman Stephen F. Lynch (D-Mass.) has expressed reluctance with the plan to reduce service, saying “With the Postal Service facing budget shortfalls the subcommittee will consider a number of options to restore financial stability and examine ways for the Postal Service to continue to operate without cutting services.”

Other than cost cutting, Congress could also appropriate taxpayer dollars to fund the struggling Postal Service, which currently does not rely on public funding outside of a subsidy for international voting mail and services for the blind.

If nothing is done, the USPS will soon run completely out of money, and may be unable to pay many of its bills. Salaries are the agency’s highest priority to continue paying, though other debts may have to wait to be paid, said Potter. Last year the Postal Service lost $2.8 billion.

Renault driver Fernando Alonso won the FIA 2008 Formula One SingTel Singapore Grand Prix on the street circuit at Marina Bay, Singapore.

This was the first nightly Formula One event that utilized artificial lighting and the 800th Formula One World Championship race overall. The previous GP at Singapore held in 1973 was not part of the Formula One.

The first part of the race saw the crucial failure of Alonso’s teammate Nelson Piquet Jr., causing a safety car to appear, mixing up the drivers.

Nico Rosberg (WilliamsToyota) and Robert Kubica (BMW Sauber) were forced to pit while the entrance to the boxes was closed. This became both good and bad news, causing these drivers to gain a number of positions, but later lose some of them on a stop-and-go penalty. Still Nico maintained his second position up to the finish line.

Pole-sitter Felipe Massa (Ferrari) made a mistake upon exiting from a pit-stop due to the error of an electronic system used by Ferrari to control the pit-stop instead the ordinary lollipop. He made his way to the opposite end of the pit lane with a tail of the fuel hose fragment. It took time for the pit crew to run down his car and release Massa, who now became last from his first starting position. Later he was penalized by a drive-through penalty for this incident, which did not adversely affect him.

The other way round, safety car finally lead Alonso to victory gaining 14 places from the start, which he earned after an unsuccessful second qualification session.

Lewis Hamilton (McLarenMercedes) pushed hard on Rosberg trying to regain his second starting position, but finally came third.

Kimi Räikkönen (Ferrari) suffered an accident with five laps to go trying to overtake Timo Glock‘s Toyota and was out of the race. Glock finished fourth.

This allowed Sebastian Vettel (STR-Ferrari), the previous race triumphant, to gain one position and finish fifth.

Top eight was closed by Nick Heidfeld (BMW Sauber),David Coulthard (Red Bull-Renault) and Kazuki Nakajima (Williams-Toyota).

In the Drivers’s standings, Lewis Hamilton extends his lead over Felipe Massa up to seven points and to twenty points over Robert Kubica. McLaren is now one point ahead of Ferrari and fifteen over BMW Sauber in the Constructors’ Championship.
