Bush EPA nominee abandons insecticide-on-children study after Senate hearing

Following a Senate hearing in which the Bush administration’s nominee for EPA administrator, Stephen Johnson, stoutly defended his plan to pay parents to document the effects on infants of insecticide use in the home, he reversed course and stopped the program.

Among the original requirements for the 60 families requested to be participants in the “Children’s Health Environmental Exposure Research Study” (CHEERS) study according to EPA were that they must:

  • Live in Duval County, Florida
  • Be a parent of a child under the age of 13 months
  • Spray or apply or have pesticides sprayed or applied inside your home on a routine basis (You do not need to change your regular household routine for the study.)

This original version of the requirements can be viewed in the Internet Archive, a free online repository that creates copies of websites on a regular basis. The third requirement was reworded by November 2004, according to the Internet Archive: “Maintain your normal pesticide or non-pesticide use patterns for your household. We will not ask any parent to apply pesticides in their home to be a part of this study.”

According to the above document, the area of Jacksonville/Duval County was chosen for reasons of existing year-round high usage of pesticides and other household chemicals within the home, as well as relevant data from existing prior studies. The study involved researchers visiting the home of participants, parents videotaping their children’s activities with a supplied camcorder, children wearing a small “activity sensor”, and parents collecting food and urine samples for detailed analysis of the effects of chemical exposure to common commercially available chemicals, primarily pesticides, on which “current information… is very limited” [1].

Selection for the study began in fall 2004. As incentives for their participation in the planned two-year study, parents were to be given $970, a t-shirt, and other gifts, and would have kept the video camera at its conclusion.

Complaining that the study was necessary, Johnson yielded to two Democratic Senators who had threatened to block him, using all means available, from officially taking the helm of the Environmental Protection Agency, of which he is the acting head. The block on his nomination was lifted afterwards although some Democratic Senators would not say how they would vote on the final nomination.

Under his guidance, the EPA agreed to accept $2 million for the controversial $9 million CHEERS study from an industry trade group, the American Chemistry Council, which represents the chemical insecticide manufacturers. The study was to be conducted with the cooperation of the Duval County Health Department, and the US Centers for Disease Control and Prevention, based in Atlanta.

Senators Barbara Boxer (D-CA) and Bill Nelson, (D-FLA), demanded the cancellation of the study as proof of Johnson’s acknowledgement of what she called a “gross error in judgment”.

“The CHEERS program was a reprehensible idea that never should have made it out of the boardroom, and I am just happy that it was stopped before any children were put in harms way,” Boxer said. She added that testing on humans should not be a part of any United States environmental policy.

“I am very pleased that Mr. Johnson has recognized the gross error in judgment the EPA made when they concocted this immoral program to test pesticides on children,” Boxer said.

Work on the study was halted last November by Johnson while an independent review of the study’s design was conducted at his request. Part of the reason for the study’s current cancellation was what the EPA in its press release has termed “mischaracterization” of the nature of the study as though children were being deliberately sprayed with pesticides.

Johnson defended his approach, “I have concluded that the study cannot go forward, regardless of the outcome of the independent review. EPA must conduct quality, credible research in an atmosphere absent of gross misrepresentation and controversy. I am committed to ensuring that EPA’s research is based on sound science with the highest ethical standards.”

In November 2004, William Farland, an administrator with the EPA’s research department, told The Oregonian, “There’s no suggestion that we are asking them to use pesticides. We simply want them to continue to carry out their day-to-day activities.”

Tensions in the country increased dramatically, late August when it was reported between 100 and 1,300 people were killed in an alleged chemical attack. Many of those killed appeared to be children, with some of the pictures and video coming out of the country showing — according to witnesses — those who died from apparent suffocation; some foaming at the mouth, others having convulsions.

Amongst Syria’s few remaining allies, Iran, China, and Russia continue to oppose calls for military intervention. In an effort to provide a better-understanding of the reasoning behind their ongoing support, the following people were posed a range of questions.

In response to higher than expected mortgage rate increases last week, Australian treasurer Wayne Swan flagged changes to banking regulations to increase competition between lenders on home mortgages.

Swan announced yesterday he had sought a Treasury report on the banking sector ahead of talks over the next fortnight on reforms to make it easier for bank customers to move mortgages between lenders by forcing banks to reduce exit fees, to “make the market more competitive”.

“Everybody knows we’ve been impacted upon by the U.S. sub-prime mortgage crisis that has pushed up the cost of money,” Swan said.

“But, as I said last week, some of the increases we saw by the banks were not justified. In my view, they were excessive. I urge people to vote with their feet. If there are obstacles to people voting with their feet, switching their accounts, we’ll have a look at those.”

The banking industry, however, insists that loan refinancing is not a complicated process currently, according to the head of the Australian Bankers Association (ABA), David Bell. “There is a competitive marketplace for home loans and the Cannex website shows the many products that are available,” said Bell. “Regarding the switching of transaction accounts, the Australian Payments Clearing Association is conducting a community consultation process on this issue. ABA member banks support this process.”

Former Salt Lake City mayor and human rights activist Rocky Anderson took some time to discuss his 2012 U.S. presidential campaign and the newly-created Justice Party with Wikinews reporter William S. Saturn.

Anderson served as mayor of Salt Lake City for eight years (2000–2008) as a member of the Democratic Party. During his tenure, he enacted proposals to reduce the city’s carbon emissions, reformed its criminal justice system, and positioned it as a leading sanctuary for refugees. After leaving office, Anderson grew critical of the Democratic Party’s failure to push for impeachment against President George W. Bush, and for not reversing policies on torture, taxes, and defense spending. He left the party earlier this year and announced that he would form a Third party.

Anderson officially established the Justice Party last week during a press conference in Washington D.C.. He proclaimed “We the people are powerful enough to end the perverse government-to-the-highest-bidder system sustained by the two dominant parties…We are here today for the sake of justice — social justice, environmental justice and economic justice.” The party promotes campaign finance reform and is attempting to appeal to the Occupy Wall Street movement. It is currently working on ballot access efforts, and will hold a Founding Convention in February 2012 in Salt Lake City.

Among other issues, Anderson discussed climate change, health care, education, and civil liberties. He detailed his successes as mayor of Salt Lake City, stressed the importance of executive experience, and expressed his views on President Barack Obama and some of the Republican Party presidential candidates. He spoke in depth about former Massachusetts governor Mitt Romney, with whom he worked during the 2002 Winter Olympics, and fellow Utahan, former governor and U.S. ambassador to China Jon Huntsman, Jr..

The United States media group Tribune Company has filed for bankruptcy protection on Monday as it struggled to sort out its US$13 billion debt. It is the second-largest newspaper publisher in the United States, responsible for the Chicago Tribune and the Los Angeles Times, among others.

The firm has been hit hard by the industry-wide slump in newspaper advert revenues this year. Sam Zell, the billionaire who owns Tribune, took out large loans in order to buy the firm back in June of 2007.

The United States Chapter 11 bankruptcy protection law states that a company can continue trading whilst it sorts out its finances.

The Quebec general election is underway in the Canadian province of Quebec. Premier Jean Charest called the elections, saying he needed a majority to guide Quebec through a period of economic difficulties caused by the worldwide financial crisis.

Polls indicate that the Charest may obtain a majority, with support for his Quebec Liberal Party increasing to 45%, while support for the Parti Québécois remains at around 30%.

The polls will close at 01:00 GMT (20:00 local time), and the results will probably come in soon after that.

The United States government is reportedly close to an agreement for a US$15 billion bailout plan for the country’s three largest auto firms.

According to a draft obtained by the Associated Press, the deal would give loans to Detroit‘s struggling Big Three automobile manufacturersFord, General Motors, and Chrysler — but under the condition that the auto industry restructures itself to survive. Another condition is that the incumbent US President, George W. Bush, would appoint an overseer to supervise the effort.

Analysts suggest that the agreement could be signed into law by the end of this week.

About 200 cars were burned by young people on the night of July 13 in Île-de-France, the metropolitan area of Paris. As the police cars arrived, youths began to pelt the vehicles with rocks, firecrackers and bottles. Rioters broke store windows at Argenteuil. Police used flash-balls and smoke grenades. The riots ended with 70 men being arrested. A police officer was wounded by a rocket and was taken to hospital. Shop windows were broken at Argenteuil. It is not the first time vehicles have been attacked on 13-14 July in France.

China property giant Evergrande Group wired USD83.5 million in interest owed in an offshore bond from September 23 on Thursday, temporarily averting default, according to a Reuters source and Chinese newspaper Securities Times.

The wire to a Citibank fiduciary account following a 30-day grace period came after assurances by various members of the Chinese government, Reuters reported. At a Beijing forum Wednesday, Chinese Vice Premier Liu He described the risks as controllable, and chairman of the China Securities Regulatory Commission Yi Huiman said that while authorities needed to curb excessive debt more broadly by “improv[ing] the effectiveness of the constraint mechanism on debt financing”, the matter would be dealt with properly.

Once China’s top real estate developer, Evergrande had accumulated approximately USD305 billion in liabilities, two per cent of the Chinese gross national product, after “dwindling resources” cut its value by 80%, according to Reuters. September data revealed Chinese home sales by value fell by nearly 17% year-on-year, according to The Guardian, and fears over its default led to a slowdown in China’s third quarter GDP growth to a year low of 4.9%. Two sale negotiations with rival developers Hopson Development and Yuexiu, valued at USD2.6 billion and USD1.7 billion, respectively, were suspended, reportedly due to a lack of consent by the government of Guangdong province currently overseeing Evergrande’s restructuring.

News of Evergrande’s remittance caused its shares to rise by as much as 7.8% this morning after a two-week pause in trading for the anticipated sale of 50.1% in Evergrande Property Services Group, and offering some reprieve for bondholders, according to Reuters. Portfolio manager at GaoTeng Global Asset Management James Wong, interviewed by The Guardian, called the news “a positive surprise”, adding “[i]f Evergrande pays this time, I don’t see why it won’t pay the next time.” Jun Rong Yeap for IG Asia pte., interviewed by Bloomberg, said the report “overturned” the narrative “that Evergrande will face difficulty in securing cash ahead”.

Further missed payments are due October 29 and November 11 after similar 30-day grace periods; including yesterday’s USD83.5 million, nearly USD280 million is owed to bondholders.

Stocks have been down for many major Chinese developers: Reuters Wednesday reported year-to-date stock prices fell 87.8% for Sinic Holdings, currently in Fitch Ratings’ ‘restricted default’ after failing to make an October 18 bond payment valued, according to The Guardian, at USD246 million; 80.2% for Evergrande itself; 78.3% for E-House, 58.5% for Fantasia Holdings and 54.6% for Kaisa Group, which defaulted in 2015 and had bonds reach record lows.

Estimates of the Chinese real estate market’s size range from 16 to 25% of the Chinese gross domestic product, according to The Guardian. Chinese President Xi Jinping’s aim to transform the country’s economy from one of debt-fuelled “inflated” growth to one of improved “quality and returns” included imposing regulations on developers that limited their capacity to borrow. A Guardian comment piece from economist George Magnus published on October 15 made reference to China’s “ghost cities” and “rampant credit creation” that has given rise to high vacancy rates and the “financialisaton of housing”.
